(Free Publication) - The focus of this guide is on the safety aspects and considerations of lowering maintenance level (ML) 3, 4, or 5 National Forest System roads (NFS) to ML2. The primary advantage of lowering the maintenance level of a road to ML2 is to reduce the cost of road maintenance. Several thousands of miles of ML3, 4, and 5 roads are being lowered to ML2 to meet this cost objective. Many of these ML2 roads will still exhibit the same physical characteristics of a higher maintenance level during the time it takes them to transition to ML2 characteristic.
