(Free Publication) - The Federal Highway Administration (FHWA) initiated a study to explore the benefits and costs of a fully deploying operational strategies and integrating ITS in metropolitan areas. The US DOT and FHWA selected Tuscon, Cincinnati and Seattle for case studies representing small, medium, and large metropolitan areas respectively. This report presents the findings of the Cincinnati, Ohio scenario.
